Abstract

Version 1.3.0 (October 2026) of a Type D strategic knowledge base for operational post-quantum cryptography migration. Ten corpus sections, 42 stable fact IDs (§N.M), a retrieval-eval suite (15 golden queries plus 6 distractors), and a runtime integration prompt.

This version adds the federal filing layer created by Executive Order 14412 (22 June 2026) and OMB Memorandum M-26-15 (24 June 2026): an agency PQC migration-plan template (M-26-15 Appendix B order), a federal timeline verified against those primary documents, and a filer checklist for the 22 October 2026 plan deadline. Corpus fact IDs are unchanged. Cloudflare hybrid-PQ figures in §2.1 are updated to September 2026 (~70% of browser-generated traffic; ~15% of origins). FIPS 206 remains in development with no public draft as of October 2026.

v1.2.0 (April 2026) introduced fact-ID structure, explicit scope boundaries, the expanded evaluation suite, and INTEGRATION.md. Prefer the concept DOI for always-latest.
