Dragon's Teeth: The PLA's UCAV Arsenal and Taiwan Invasion Strategy

Abstract

This paper provides a comprehensive open-source intelligence assessment of the People's Liberation Army's unmanned combat aerial vehicle (UCAV) arsenal as it pertains to a potential Taiwan invasion scenario. It examines the PLA's key platforms (CH-901, GJ-2 Wing Loong II, ASN-301, GJ-1/WS-43, GJ-11 Mysterious Dragon, and WZ-7 Soaring Dragon), analyzes Taiwan's geographic vulnerabilities with particular attention to the less-defended eastern flank, and evaluates operational scenarios including first-wave stealth strikes, saturation attacks, and networked multi-domain coordination under the PLA's System of Systems Operations Management (SoSOM) doctrine. The March 2026 update incorporates three developments not available in the October 2024 original: the GJ-11 Mysterious Dragon's transition to near-operational status (confirmed by satellite imagery at Shigatse Air Base, August-September 2025, and public PLAAF formation flight footage, November 2025); the Type 076 Sichuan amphibious assault ship's maiden sea trial (November 2025), which introduces an electromagnetic-catapult-equipped drone carrier capable of operating from Taiwan's eastern coast; and Taiwan's unprecedented countermeasure response, including a proposed NT$1.25 trillion special defense budget targeting 200,000+ UAVs and 1,000+ USVs. The paper includes a STRIDE cybersecurity threat analysis of the PLA UCAV arsenal grounded in 2025 UAV security research, and concludes that the race to translate procurement ambition into operational inventory by the 2027 threshold is the central variable in the cross-strait military balance.
